The purpose of the producer responsibility legislation for vehicles is to reduce the adverse environmental impacts from scrap cars and to ensure a healthy market for environmental treatment of end-of-life vehicles.

The legislation takes offset in EU Directive 2000/53/EC on End-of-Life Vehicles (ELV). In Denmark the directive has been implemented by Statutory Order no. 1312 of 19 December 2012.

The directive on end-of-life vehicles is a minimum directive meaning that Member States can decide themselves how to implement the directive as long as they comply with the minimum requirements of the directive.

Different players

Many different types of businesses are involved in the import, sale, and management of cars. The many players have different roles and obligations under the producer responsibility for the car. Car importers have other obligations than the scrapyards that again have other obligations than the producer etc.

For example, the company or the private person importing a car or a light truck to Denmark must make sure that “the last owner of the car can hand over the car either to the importer or to an ELV reception site.”

Not only businesses have an environmental responsibilities for the car; also the last owner of the car has obligations since he must hand over the car to an approved dismantler.
